What is a Clinical Commissioning Group?

Clinical Commissioning Groups have been set up as part of the reforms outlined in the Health and Social Care Act 2012 to offer a more ‘bespoke’ service based on solid knowledge of the local community. 

A Clinical Commissioning Group is a group of GP practices working together to provide better health care in their particular geographical area.  The groups are linked by their close locality and work in a joined up way with other health and social care professionals.

Providing the right health care, in the right place, at the right time and at the right price is what drives the Clinical Commissioning Groups.  

Their role is to commission (in other words buy) what’s needed for their patients and the GP groups will have budgetary responsibility for making those decisions.

At the heart of the new Clinical Commissioning Groups is the empowerment of patients to influence decision making – No Decision About Me Without Me.

Patients are being given the role of having a large say in not only their own healthcare but how they can influence how the local NHS evolves.

What is North Hampshire Clinical Commissioning Group?

North Hampshire Clinical Commissioning Group brings together the combined expertise of 20 local GP practices, acting on behalf of over 216,000 patients covering North Hampshire.

Our vision is to continuously improve the health and wellbeing of the people of North Hampshire using all resources as fairly as possible. We will do this by:

• providing local clinical leadership to the NHS, and working with everybody who can contribute to our aims
• being open and accountable to our patients and communities, ensuring they are at the heart of everything we do
• understanding our population and addressing inequalities so that services are in place to meet needs
• planning services that best meet those needs now and in the future
• aiming to secure the best quality, best value health and social care services we can afford
• using our resources fairly and effectively.

As part of the CCG authorisation process, the CCG developed its Constitution - a legal document which acts to explain the way in which the organisation is structured so that it is transparent about the way it makes its decisions, fosters strong governance systems and maintains good relationships with its member practices.

North Hampshire Statement in Counter Fraud

We fully support the aims of NHS Protect in combating fraud and corruption committed within or against the NHS, in order to help maximise the resources which can be used for patient care. We regularly review our strategies so that we can reduce our exposure to fraudulent and corrupt activity. This includes meeting our obligations to appoint a Local Counter Fraud Specialist (LCFS) who is a qualified criminal investigator. The LCFS works with staff throughout the organisation to introduce anti-fraud measures and to investigate legitimate concerns.

Governing Body

Chair
Dr Sam Hullah is a GP partner at Crown Heights Medical Centre in Basingstoke.  He branched out into management (part time) in the mid 1990s to become Medical Manager of Hantsdoc and a GP representative to the Primary Care Trust.  Dr Hullah left both of these posts to concentrate on GP commissioning and is now Chief Clinical Officer of North Hampshire Clinical Commissioning Group. Dr Hullah is also chair of the Clinical Cabinet.

Lisa Briggs has been working with North Hampshire Clinical Commissioning Group since 2007.  She joined the NHS in 1999 having worked in a number of corporate organisations.  She has worked within social care, primary care and secondary care sectors in Hampshire, Berkshire and Oxfordshire at senior executive level and moved to work more closely with the NHS commissioning agenda under practice based commissioning. She believes in the new NHS reforms and is committed to working with clinical colleagues and others to commission quality and affordable health care for the population of North Hampshire Clinical Commissioning Group.
Chief Finance Officer
Pam Hobbs is Chief Finance Officer for the CCG, She is qualified as an Accountant (CIPFA)  in 1991 and has been a Director in the NHS for the last 13 years.  For most of her career Pam has been working in the public sector, beginning training at East Hampshire District Council and upon qualifying moved into the NHS.  During the 23 years in the NHS , she has worked in a Health Authority, Provider Trusts (acute, community and mental health) and for Southampton and Portsmouth PCT’s  where her roles also included  responsibility for Information Technology and a large Estates Department .
Chief Nurse
Jan Baptiste-Grant is an experienced senior NHS Manager and nurse with over 30 years NHS experience.  She has held Board or sub board portfolios in Nursing, Quality and Governance and her experiences in senior leadership positions span Primary and secondary Care as well as working in the Department of Health as the Clinical Advisor and holding the Associate Director of Nursing position in Thames Valley Strategic Health Authority. A passionate advocate for patient quality, she embraces the patient voice in all of her roles and her enthusiasm for leadership development is embraced in her passion for coaching which she provides to senior managers and clinicians across the NHS.
Head of Stakeholder Engagement and Communications
Anne Phillips has been working with North Hampshire Clinical Commissioning Group since 2005 when she first became involved with the 'Calleva' practice based commissioning organisation as Company Secretary. Before joining the CCG Anne was practice manager at the Camrose Medical Partnership in Basingstoke.  Prior to that she held a variety of senior managerial and director posts, mainly in the field of childrens books. Anne is responsible for internal and external communications and taking up the Government's challenge to involve the people of North Hampshire in healthcare commissioning.
Vice Chair Clinical Cabinet
Dr Amanda Britton is a part time partner at Hackwood Surgery and is also the Service Lead for the Contraception and Sexual Health Service in North and East Hampshire.  Dr Britton is passionate about delivering good care to patients and believes this is achieved through education and training and ensuring efficient pathways of care. As well as sitting on the Governing Body, Dr Britton is vice chair of the Clinical Cabinet and is the Lead for Child and Family Services & Gynaecology.

David Rice is a qualified Chartered Accountant who set up and ran his own practice in Crowthorne, after 12 years in industry, providing accounting, taxation and audit services to a variety of clients.  He retired from full time practice in September 2011 and now acts as a consultant. He was President of the Thames Valley of Chartered Accountants in 1981/82 and also served on their Technical Committee for thirty years to 2010.  He is also a support member for his Institute helping fellow members who find themselves with problems (mainly of a disciplinary nature). Many of his immedicate family are doctors or nurses and he has spent fifteen years as a non-executive director on Berkshire Health authority (and its predecessor bodies) until 2000.  he also chaired the audit committee of Berkshire Health Authority for some years.
Patient Representative
Colin Godfrey is now retired after 40 years in the Residential Development Industry.  Having had a daughter with a long-term illness he first became a Patient & Public Involvement Forum member in 2004, working on the local Primary Care Trust and the Hospital Forums. Colin is now a member of 'Patients' Voice Forum' at Basingstoke & North Hampshire Hospital, Hon. Chair of Basingstoke & Deane Health and Wellbeing Partnership, vice chair of Basingstoke Local Sports Council, Hon President of Basingstoke Bluefins Swimming Club, volunteer with Basingstoke Cruse Bereavement as well as being a fund raiser for the Cystic Fibrosis Trust and the Charlie's Day Unit Project at Basingstoke & North Hampshire Hospital.
GP Elected Member
Dr Angus Carnegy has been a GP in Basingstoke at Gillies Health Centre for the past 18 years.  He is a GP trainer and have a special interest in acupuncture.  He also undertakes sessions for Hantsdoc Out of Hours Service and is the Planned Care Lead for the CCG. He is married with four boys and has a black Labrador.
Secondary Care Consultant
Nick Sorby was first appointed as a Consultant Old Age Psychiatrist in North Hampshire in 1988 and retired from full time practice in 2012.  He knows North Hampshire well and has always had close links with local GPs and the hospital.  He continues to work part time in Guildford as an Old Age Psychiatrist and is also a member of the Mental Health tribunal.
GP Elected Member
Dr Andrew Cameron trained in medicine in Dublin having done a first degree in science at Dundee University.  After house jobs he found himself as a Medical SHO at Basingstoke Hospital and embarked on GP training in the town.  He was fortunate enough to be taken on as a Partner by the Practice at which he trained and has been a full time Principal for the past eighteen years.  He is also a GP trainer and teacher and does regular shifts out-of-hours with Hantsdoc. He is married with two grown up children and his interests outside medicine include old cars and aeroplanes.  He has owned an old black Wolseley since he was at school and flies a Piper Vagabond when he gets the chance.  Both of these machines date from 1948, coincidentally the year of inception of the NHS.  He hopes he is still running as well at the age of 65!
Director of Adult Services
Gill Duncan has been in post as Director of Hampshire County Council’s Adult Services since December 2008. Prior to joining Hampshire County Council in 2004 Gill was a Primary Care Trust Chief Executive bringing with her over 10 years board level leadership and a clinical background in nursing and community services. As the Director of Adult Services in Hampshire, Gill oversees around 4,000 staff commissioning and providing residential, day care and home care services to older people and people with disabilities and mental health problems. The County Council supports more than 90,000 adults and older people each year including support for over 6,000 living independently in their own homes.
Associate Director of Public Health
Dr Sallie Bacon worked as a general practitioner in North West London and then in Chandlers Ford, Hampshire for many years before moving into public health medicine.   She is currently Associate Director of Public Health for NHS Hampshire. Sallie is committed to working to improve the health and well-being of people in North Hampshire and to the continuous improvement in the quality of their health care services.

The role of the Clinical Cabinet is to bring together the necessary expertise to commission - in other words buy - healthcare for the people of North Hampshire?

Behind the scenes at North Hampshire's shadow Clinical Commissioning Group is a dedicated Clinical Cabinet working hard to make sure the right commissioning decisions are made for the people of Hampshire. Commissioning services - buying health care - and prioritising how to spend the budget wisely are a key part of the work of the Clinical Cabinet.   Another key role is to examine how and why money is spent and to look at how to provide the right care, in the right place, at the right time and at the right price.

Our role in Emergency Preparedness, Resilience and Response (EPRR)

The NHS needs to be able to plan for, and respond to, a wide range of incidents that could impact on health or patient care. These could be anything from prolonged period of severe pressure, extreme weather conditions, an outbreak of an infectious disease, or a major transport accident. A significant incident or emergency is any event that cannot be managed within routine service arrangements. It requires the implementation of special procedures and involves one or more of the emergency services, the NHS or a local authority.

NHS England has the main co-ordinating role for the NHS in any major incident or emergency which crosses CCG boundaries. The Clinical Commissioning Group (CCG) has a duty to co-operate with the NHS England Wessex Area Team.

In summary, the EPRR role of CCGs is to:

• Ensure contracts with provider organisations contain relevant emergency preparedness, resilience (including business continuity) and response elements
• Support NHS England in discharging its EPRR functions and duties locally
• Provide a route of escalation for the Local Health Resilience Partnership (LHRP) should a provider fail to maintain necessary EPRR capacity and capability
• Fulfil the responsibilities as a Category two responder under the Civil Contingencies Act 2004
• Maintain business continuity plans for their own organisation
• Be represented on the LHRP
• Seek assurance provider organisations are delivering their contractual obligation.

We do this by:

• Working with the Local Health Resilience Partnership to develop strategic multi-agency plans for responding to emergencies
• Participating in training and testing exercises which are used to review multi-agency plans
• Assisting with the local co-ordination of the response to emergencies in partnership with the Area Team
• Working with the LHRP to ensure the capacity, skills and competencies required are in place to co-ordinate the local health response to an emergency
• Undertaking regular performance monitoring of CCG commissioned and NHS funded services
• Co-operating with the multi-agency planning and response network in accordance with the Civil Contingencies Act 2004 (as amended) requirements as a category two responder
• Ensuring a 24 hour a day, seven day a week on-call system
• Ensuring compliance with the national core standards for EPRR for both CCG's and NHS funded healthcare providers
• Maintaining business continuity plans to ensure CCG service delivery is maintained

Quality and Safety

Quality and Safety is at the heart of all we do at NHS North Hampshire CCG. Under the Health and Social Care Bill, we (CCGs) are required to undertake responsibility for the quality and safety of health services that we commission. It is therefore our upmost priority to ensure that we continuously improve in this area of our work and we have a small team, led by Jan Baptiste-Grant, Chief Nurse and Director of Quality, dedicated to doing just this.

Part of our work includes monitoring the services that we commission e.g. the services that our providers give to our patients. We aim to work with our providers to ensure that the care provided to North Hampshire CCG patients is of high quality. We know that our providers already have areas of care that are seen as examples of best practice within our commissioned services however we recognise that there will be times when we will need to challenge our providers and ask difficult questions, and we are prepared for this.

Another aspect of this work is engaging with users of these services  to gather feedback on the care our patients receive. This helps us address any issues and feeds into our service planning to ensure all of our services have the best possible outcomes.

NHS North Hampshire CCG is developing various documents and plans to help ensure the quality and safety of local patients. These documents will be uploaded to our website in the future.
